Quick answer: Since 4 August 2026, hanok stays and urban homestays for foreign tourists in Korea face a five-day business suspension for a first failure to post room rates or for charging above them; general lodgings have faced the same since 14 July. Explera DMC Korea books groups on written, contracted rates.
What changed in July and August 2026?
- Hanok stays. A first failure to post rates, or charging more than the posted rate, now brings a five-day business suspension instead of a correction order.
- Urban homestays for foreign tourists. These had no price-list duty before. The revised enforcement decree of the Tourism Promotion Act brings them under the rule from 4 August 2026.
- Hotels and other general lodgings. A revised rule under the Public Health Control Act applied a five-day suspension for a first violation from 14 July 2026, with longer suspensions for repeat breaches.
- What is not banned. Higher peak-season rates remain lawful if they are posted in advance and charged as posted.
Why did the government act?
The Cabinet approved the change on 28 July 2026 after complaints about room rates jumping during large concerts and events. Measures for restaurants and taxis were reported as plans under review; we do not treat them as in force until they are published.
What should agents check on group files?
- Written rates. Group rooms should sit on a contract or written confirmation with the rate, the inclusions and the dates, so there is nothing to dispute at check-out.
- Add-on nights. When clients extend on their own in a hanok or guesthouse, tell them to keep the booking confirmation and check the posted rate on arrival.
- Event dates. Rates still rise around big concerts and festivals. The rule protects the posted price, not a lower one, so book early for those dates.
- Problems on the ground. Ask clients to report a charge above the agreed rate to the tour leader at once, so it can be raised with the property the same day.

What is the penalty for a first violation?
A five-day business suspension for failing to post room rates or for charging more than the posted rate. Repeat violations draw longer suspensions.
