Cruise Passengers in Korea Can Now Get Instant Tax Refunds

24 October 2026 · Explera Trade Desk · 4 min read

Quick answer: Since 6 April 2026, foreign cruise passengers in Korea can use the immediate tax refund at participating stores and the downtown refund counters, which used to serve air travellers only. Explera DMC Korea plans shore excursion shopping stops in Busan, Jeju and Incheon around the new rules.

What changed for cruise passengers?

Cruise visitors enter Korea on a tourist landing permit rather than through the normal arrival procedure, which kept them out of the tax refund system. From 6 April 2026 the Korea Customs Service linked its port entry reports and passenger lists to the refund system.

Cruise passengers can now receive an immediate refund of VAT and individual consumption tax at participating stores, or use downtown refund counters, with the goods confirmed at the seaport when they leave on the ship.

Why it matters for shore excursions

  • Shopping stops make more sense. Guests save the tax at the till instead of losing it.
  • Less paperwork at the pier. An immediate refund at the store means fewer receipts to process before sailing.
  • Clear briefing. Guests must carry their passport, and the goods must leave Korea with them on the ship.

How we plan the stop

  • Participating stores only. We choose stores that offer the immediate refund and tell guests to look for the tax-free sign.
  • Time before all-aboard. We leave a margin for any refund steps at the port before the ship sails.
  • Limits change. We confirm current refund limits and minimum spend before the call, not from memory.
