Quick answer: The K-Tour Pass is a pilot travel pass for foreign visitors, launched in Busan on 1 October 2026 by Korea's Ministry of Culture, Sports and Tourism with the Korea Tourism Organization. It combines discounted rail and bus travel to Busan with free entry to one partner attraction and discounts at others, and one version is sold together with the Korail Pass. It is bought and collected by each traveller, so it suits FIT clients, small groups and free days rather than a coach programme. Explera DMC Korea advises agents on when it helps and plans the rest of the Busan stay.
What the pilot offers
- For foreign visitors only. A pilot started on 1 October 2026, run by the culture ministry with the Korea Tourism Organization.
- Two versions. Pass 1 covers a day of travel to Busan; Pass 2 is sold with the Korail Pass for two to five days.
- Transport discounts. Reduced fares on intercity trains and buses to Busan.
- Attraction benefits. Free entry at one of 35 partner attractions in Busan and discounts at around 50 more, plus a payment function on the card.
How travellers get it
- Sold online. Through the Klook and Hop&Hop apps and websites.
- Card collection. Physical cards are collected at Incheon, Gimpo and Gimhae airports, Seoul Station and Busan Station.
- One pass per person. Each traveller buys and holds their own pass.
- A pilot. Terms, partners and prices may change, so we check the current version before advising a client.
Where it fits a B2B programme
- FIT and small groups. Clients travelling Seoul to Busan by train on their own can save on fares and entries.
- Extensions. Guests staying on in Busan after a group tour can use it for their extra days.
- Free days. A pass gives guests a structured option on an unguided day in Busan.
- Not for coach groups. A group on a private coach with pre-booked entries gains little; the programme already covers transport and tickets.
Why it matters
The pass is part of a wider push to spread visitors beyond Seoul, and Busan is the first test. If the pilot works, similar passes may follow for other regions.
For agents, it is a useful tool for independent clients, not a replacement for a planned programme. We tell you when it saves money and when a private transfer or a guided day is the better buy.
